The University of Illinois has a full time opening for a Resource and Policy Analyst. This is a highly technical position serving as a bridge between institutional research, budgeting, and information technology groups. The Resource and Policy Analyst will design, conduct, and interpret new and continuing institutional research or administrative or academic policy studies particularly in the areas of: attitudes and characteristics of graduates; staffing trends; employee compensation; faculty characteristics and quality measures. Incumbent will also assist in the preparation and documentation of the University's annual operating and capital budget requests and production of supporting materials required by State of Illinois budget review agencies.

Job Duties:
Position Responsibilities:
• Maintain a high level of technical competence in utilizing SAS and SQL to extract and manipulate data, perform analysis and develop reports.
• Use existing network/warehouse databases and develop other information resources as needed to support the planning function and satisfy institutional reporting requirements.
• Assist in the production of the annual University budget request. Provide background information and respond to technical questions concerning annual budget request by the Illinois Board of Higher Education and legislative staffs.
• Conduct analytical studies in response to internal and external data requests.
• Participate in institutional data exchange activities.
• Design and conduct peer comparison studies and other special studies as required.
• Serve on committees, write reports, and collaborate on major projects with internal and external staff.
• Serve as project manager to outside vendor administering the annual survey of University of Illinois degree recipients.
• Work as a team member to refine the unit’s research agenda based on scanning of national and state trends in key subject areas.

Qualifications:
Education & Requirements:
The position requires strong analytic skills, competence in SAS and SQL as well as the ability to report concise summaries of research. The successful candidate will possess a Master’s degree in a discipline that includes quantitative analyses with experience writing standardized computer software routines. Position responsibilities include accessing and analyzing data for internal, local, state, and federal reports in an accurate, timely manner.

1. Master's degree in a discipline that includes quantitative analysis.
2. Prior experience in data collection and management, computer science, programming or systems analysis.
3. Prior experience with survey research methodology.
4. A minimum of two years documented experience utilizing higher level programming tools, including SAS and SQL, to extract data, perform analysis and develop reports.
5. Knowledge and experience in information technology and management information reporting.
6. Experience in use of web-based applications and data base applications, preferably in a networked, client/server environment.
7. Excellent oral and written communication skills.

Additional Desirable Qualifications:
1. Professional experience in University or other public sector planning, budgeting, fiscal, or human resource administration.
2. Familiarity with public higher education in Illinois.
3. Familiarity with national higher education data sources (e.g., IPEDS), websites, and related information sources.
4. Experience accessing distributed databases for use in a networked, client/server environment. Experience working with relational databases.

Salary/Benefits: This is a full-time 12-month Academic Professional, benefits eligible position.
