Job Duties: The National Defense University invites interested persons to apply for a position as the Director of Institutional Research and Assessment at the Industrial College of the Armed Forces, Washington, D.C. The Industrial College of the Armed Forces is a component of the National Defense University. The Director of Institutional Research and Assessment is responsible for developing, leading and managing a comprehensive institutional research and assessment program at the Industrial College of the Armed Forces, a Master’s degree granting institution accredited by the Middle States Association. Duties include designing and executing a variety of survey and assessment instruments, managing databases, the reporting of institutional data to external agencies; analyzing and disseminating institutional data to campus constituencies to support strategic planning, institutional benchmarking, enrollment management, and decision making; outcomes assessment research; studies of institutional effectiveness, campus climate, student performance and satisfaction, faculty performance, and prepare accreditation reports. Qualifications: MAJOR QUALIFICATIONS: Candidates must have a Master’s degree. A doctoral degree is highly preferred. The degree must be in statistics, higher education, psychology, a social science, or a related empirical research field from an accredited college or university. Candidates must have a minimum of three years of progressively responsible experience in academic institutional research and assessment. Based upon this experience, the candidate must demonstrate a thorough knowledge of empirical research principles and techniques and skill in their application; good working knowledge of statistical methods; ability to plan, organize, conduct, and analyze major administrative and analytical studies; ability to draw conclusions and develop recommendations; and the ability to clearly communicate research findings orally and in written reports. Candidate should possess strong interpersonal and technical skills. Candidates must demonstrate thorough knowledge of graduate level assessment methodologies, with an emphasis on adult learning; ability to design student learning assessment methodologies; ability to design faculty effectiveness assessment methodologies. Candidates must demonstrate knowledge of and experience with strategic planning, regional accreditation procedures and self-study report preparation. Experience with database programs such as Oracle SQL-Plus and SQL Server, MICROSOFT Excel and Access, and query tool software; experience with student administration systems such as PeopleSoft; SPSS; ability to conduct statistical analyses, knowledge of issues and trends in higher education; ability to think creatively about research issues and problems; ability to work on a team; capacity to work independently with minimal supervision.
HIGHLY QUALIFYING CRITERIA: 1. Masters degree required, a doctoral degree is desirable, in psychology, a social science, statistics, higher education, or a related empirical research field from an accredited college or university. 2. Demonstrated experience designing and executing graduate level academic institutional research and assessment methodologies. Experience with adult learners is desirable. 3. Demonstrated experience with designing and executing student and faculty performance assessment methodologies. 4. Demonstrated experience with strategic planning processes; regional accreditation procedures and preparation of institutional self-studies. Experience with the Process of Accreditation of Joint Education (PAJE) is desirable. 5. Demonstrated experience teaching at the graduate level, preparing and delivering lectures and seminar instruction. Demonstrated experience with academic curriculum development. Experience with Joint Professional Military Education is desirable. 6. Demonstrated knowledge of higher education student information systems, methods and procedures. 7. Demonstrated experience in interacting effectively with and communicating complex information to high-level government professional and senior officers and executives and in balancing available resources with multiple concurrent projects, changing priorities, deadlines and informational need of the institution. 8. Demonstrated experience formulating broad organizational and management strategies and assessment strategies, and overseeing their implementation.
