Job Title: DIRECTOR (EVALUATION AND P-16 RESEARCH) - Texas Higher Education Coordinating Board, Austin, TX Deadline Date: Starting Date: Immediately Institution: Created by the Texas Legislature in 1965 to ensure quality and efficiency in public higher education, the Texas Higher Education Coordinating Board (THECB) works closely with the states higher education institutions, public education entities, businesses, community groups, and others to achieve the goals of the states higher education plan, Closing the Gaps by 2015. Job Duties: Directs the newly-established department, comprised of a Senior Research Specialist, Senior Program Evaluator, and two Research Specialists. Directs that activities of staff to produce evaluations of funded programs under the control of the agency, analyzes existing research, conducts new research, and recommends research-based educational policy that the state can use to improve college readiness and to improve educational outcomes and cost efficiency in Texas public education. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Performs other duties as assigned.
DUTIES INCLUDE BUT ARE NOT LIMITED TO THESE ESSENTIAL FUNCTIONS: Oversees the design of program evaluations. Oversees the design and programs research that analyzes complex policy issues dealing with the implementation of Closing the Gaps. Reviews results of evaluations and statistical analysis in language understandable to the lay person. Directs department planning and participates in project and division planning. Oversees the management of external evaluation contracts. Assists in the coordination of the activities of the Education Research Centers and the Joint Advisory Board. Reviews and organizes data collection, establishes subject selection procedures, makes final decisions regarding experimental procedures, and applies advanced statistical methods to research data collected. Works effectively in a team environment. Reviews evaluation designs submitted in grant proposals. Responds to information requests made by researchers, other agencies, and THECB divisions. Provides oral and written analysis, interpretation and recommendations for evidence-based decision-making and planning, as a result of evaluation findings. Writes policy papers on and performs specialized and complex technical and analytical tasks with particular emphasis on the interpretation, aggregation, evaluation, and reporting of a variety of statistical data. Reviews legislation, regulations, and policies to determine their impact on research, demonstration, and evaluation activities. Presents research material and prepares technical papers for publication. Serves as a research consultant in the area of research technique. Consults with research staff regarding project design, planning, instrumentation, statistical analysis, and reporting. Assists in the design of a higher education data warehouse. Responds to Legislative requests. Takes initiative on projects and completes them successfully without supervision. Establishes and maintains effective work relationships internal and external to the Coordinating Board regarding access to and use of the Information Access Initiative data sets and data warehouse. Business travel is critical to the function of this position. Qualifications: Doctoral degree from a regionally accredited senior college or university. Seven to ten years research experience at an institution of higher education, governmental agency, or policy institute that established the candidates expertise in one or more of the research areas relevant to the work of this agency. Experience must include Five to seven year successful experience supervising research and program evaluation staff.
PREFERRED QUALIFICATIONS Doctoral degree with major course work in relevant fields such as education, psychology, sociology, or economics. Established research on strategies to increase higher education participation rates and/or experience in longitudinal analysis of P-16 data. Publication record.

KNOWLEDGE, SKILLS AND ABILITIES EXPECTED UPON ENTRY TO THE POSITION AND THE WORKFORCE Position: Ability to: travel up to 20% of time; and communicate clearly and effectively in a variety of forms with different audiences including college and university presidents, government leaders, and business and community leaders.
