Job Title: EXECUTIVE DIRECTOR, PLANNING & BUDGET - University of Idaho, Moscow, ID

Job Duties: The University of Idaho is seeking an individual with exceptional planning, administrative, financial, and interpersonal capabilities to join the senior leadership team as Executive Director for Planning and Budget. The Executive Director will lead a newly created Planning and Budget Office responsible for managing the University of Idaho's strategic, capital and operational planning processes, developing budgets and recommending resource allocation according to planning. The Executive Director reports directly to the Provost and Executive Vice President of the University of Idaho and works closely in concert with the President.

Provide leadership in the annual strategic planning and budget development process by:
Managing a process to solicit and review current and projected needs of all academic/administrative units; evaluating defined priorities to clarify/reconcile programmatic objectives and scope for institution alignment with executive leadership and unit administrators; monitoring, updating, and communicating adjustments to the budget as needed during the course of the annual cycle; ensuring adherence to budgets.

Developing the annual operating budgets in all funds; direct and manage budget cost studies and analyses of budget information to respond to external queries and provide critical management information to senior decision-makers; monitoring revenues and expenditures during the fiscal year and coordinate budget activities during fiscal year end closing; coordinating the budget development process with staff in all units within UI, the Office of the State Board of Education, the Division of Financial Management, the Legislative Services Office, Regents and other state supported institutions of higher education and reviewing operational policies and procedures and advise the administration with respect to changes in policies and procedures.

Work closely with senior administrators throughout the university to establish revenue and expense projections and monitor adherence to operating budget targets; provide financial analysis of academic programs and administrative activities to inform policy decisions; oversight for the hiring, supervising and evaluating the Planning and Budget Office staff; demonstrating professional conduct and fair and equitable treatment of all employees through instruction and example.

Ensuring and maintaining professional responsibility and financial stewardship of the University by adhering to ethical standards of professional conduct; acting in a manner consistent with the University’s mission and core values of learning, community, responsibility, integrity and quality; comprehending and applying all University and departmental policies, procedures and legal requirements relevant to competently fulfilling the requirements specific to the position.

Provide leadership and oversight by:
Providing oversight of the Budget Office and Institutional Research and Assessment. The Budget Director reports to the Executive Director and will lead the budgeting group which is responsible for budget maintenance and reporting. The Director of Institutional Research and Assessment also reports to the Executive Director and leads the research and assessment group which is responsible for collecting, analyzing, and reporting institutional and benchmark data used in the development of operational and strategic plans.

Support the goals and objectives of the University by:
Developing and delivering materials on planning and budget office policies and procedures; serving on university and state level committees; staying current in the profession and up to date with best practices, and performing other duties as assigned. Leading the strategic planning process.

Qualifications:
MINIMUM QUALIFICATIONS:
· Advanced degree in finance, public policy, public administration, business administration, accounting or an equivalent field.
· Ten years of progressively responsible experience in planning and budgeting in a university or nonprofit institution of equal or larger size.
· Strong analytical skills and the proven ability to plan, develop and execute creative approaches to complex financial issues.
· Exceptional communication and interpersonal skills, as well as strong organizational and management abilities;

ADDITIONAL DESIRABLE QUALIFICATIONS:
· Proven success effecting change in a large, complex organization.
· Significant experience developing and maintaining budgets in integrated financial accounting systems
· Leadership and staff development skills which exhibit qualities of integrity, trustworthiness, respect and team collaboration.
