Job Duties

The Sr. Data Management Analyst will provide functional expertise in the design, development, operation, and/or modification of databases and applications systems which support informed decision-making, problem solving, strategic planning, policy development, institutional self-assessment, and institutional data reporting. In addition this position will support Analytics Management Platform that is made up of several tools including: Microsoft Power BI, SAS Data Management Advanced, SAS Visual Analytics, SAS Visual Statistics, and SAS Enterprise Guide. This is a senior-level professional position requiring the ability to complete the most difficult data management, development and programming tasks independently.

DATA SCIENTIST AND ANALYST

  • Data mining using state-of-the-art methods.
  • Researches and develops strategies to capture and manage emerging data requirements.
  • Structure, implement, and maintain database systems, including longitudinal data for institutional analysis.
  • Develop high quality prediction systems and visual dashboards for informing leadership.
  • Develop advanced statistical models to be utilized by systems, reports, and programs.
  • Doing ad-hoc analysis and presenting results in a clear manner.
  • Processing, cleansing, and verifying the integrity of data used for analysis.


APPLICATION PROGRAMMING AND DEVELOPMENT

  • Develop programming code and software modifications using appropriate languages and tools to provide responsive and innovative solutions, and new functionality in enterprise- wide and/or complex specialized systems.
  • Research, design, and develop prototypes using USF-specific selected products and technologies to demonstrate utility, productivity enhancements, and cost savings.
  • Write documentation to provide user support for programs and for production/operating procedures.
  • Develop, maintain and support associated databases.


SYSTEMS MANAGEMENT AND ANALYSIS

  • Analyze user system and application needs, determine and evaluate potential solutions, develop system specifications and requirements, and design application programs to meet the requirements.
  • Design integrated solutions which may include applications, databases, networks, and related systems.
  • Research, analyze and evaluate current technical trends, emerging technologies and standards, new software functionality, and alternative software solutions to determine applicability and viability at USF.
  • Manage on-premises and cloud enterprise systems related to data management, applications development and hosting, and analytics reporting.


PROJECT LEADERSHIP

  • Act as a visionary and strategist for solution product area.
  • Lead development of formalized solution methodologies.
  • Collaborates with department management to provide estimates, develop overall implementation solution plans, and serve as technical and functional lead when required.
  • Oversee aspects of project life cycle, from initial kickoff through requirements analysis, design and implementation phases for projects within solution area.

Job Qualifications

MINIMUM:

This position requires a Bachelor's degree in information technology, operations analysis, or a field related to the specific functional area, with six years of experience in related positions; or a Master's degree in one of those fields with three years of experience.

PREFERRED:

Master's degree in Management Information Systems (MIS), Computer Science, or related degree with five or more years of experience. Experience in higher education, statistical methodologies, enterprise reporting and analytics, and producing state and federal reports and deliverables. Experience with a diverse computing environment and multiple programming languages. Experience maintaining metadata and reporting systems.

Experience and knowledge of SAS,  SQL, R,  Python, javascript, SSRS, ASP.NET, HTMTL, CSS, strongly considered - Experience with Extract Transform Load (ETL) database methodologies and stored procedures.

The Office of Decision Support (ODS) works on behalf of the University community and senior leadership to facilitate decision-making by providing data, analysis, business solutions, and reporting; coordinating reporting and related needs across the USF System; and supporting strategic planning efforts by ensuring competitive performance and regional accreditation. ODS provides valid, reliable, and actionable analyses, serves as the official data and reporting source for student and faculty data, promotes sound assessment practices across all academic programs and support units, provides oversight of program planning/review and quality improvement initiatives, manages Academic Affairs projects, assists with enhancing the functionality of the Student Information System, and coordinates with the state governing body, external reporting, and accrediting agencies.
