Job Duties
Export Control Management: Develops and maintains Clemson University's export control program in compliance with Federal laws and regulations. Serves as Designated Empowered Official under DDTC registration as defined in ITAR regulations. Facility Security: Develops and maintains Clemson University's Facility Security Clearance in compliance with the NISPOM. Develops and maintains Clemson University's Insider Threat Program and serves as that program's Senior Official. Manages restricted party screening and reviews international shipping, deemed exports and international travel related to export controls.
Collaboration: Serves as University liaison with the Department of Commerce, State Department, Treasury Department and Defense Security Services and Federal Bureau of Investigation and similar IC agencies related to secure research, export controls and cleared facilities and personnel. Serves as liaison and coordinator among University administrative units to develop processes and procedures to ensure compliance with Federal regulations impacting international travel, award submission and acceptance, international employees and visitors and patenting and technology transfer. Works with members of senior administration to develop institutional policy.
Consultation: Provides strategic consultation and guidance to faculty, staff and administration related to secure research. Assists faculty with preparation of Technology Control Plans and CCIT information security with System Security Plans. Advises contracting staff on grant and contract matters related to export controls, publication restrictions, and controlled unclassified information/covered defense information.
Training and Resource Development: Develops and conducts virtual and online training programs for faculty, staff and administration to enhance awareness and knowledge of regulations related to secure research and to enhance knowledge and awareness of best practices for compliance. Assist Clemson in further developing its strategies to address foreign influence and research security including task force development.
Supervision: Manage office personnel, communications, budgeting and performance evaluation.

Minimum Requirements
- Education - Bachelor's Degree
- Experience - 5-7 years in export control and related areas
Preferred Requirements
- Education - Graduate or Professional Degree in Engineering, Computing or Basic Science
- Experience - Export controls and related experience in an academic research setting
- Certifications - Security Clearance
