Job Duties

30% Institutional Effectiveness leadership:Provide leadership and oversight for the College’s institutional research needs. Establish a culture of collaboration with college teams including faculty and staff.  Manage College survey research and needs assessments, including research on students, program completers, alumni, and employees.  Supports student learning outcomes assessment, including research design, facilitates the analysis, interpretation, and reporting of assessment data for the purposes of improvement and accreditation requirements. Directs and monitors the disseminating of regular enrollment, retention, and graduation reports. Leads and conducts studies for enrollment forecasting, faculty workload, credit hours, retention, grading, student characteristics, graduates, site information, staffing patterns, budget forecasting, resource allocation, tuition, demographic information, program markets, student learning, and other studies to further understanding of our students and key changes which may indicate trends. Collaborates with the internal college community to meet program and department data needs.
20% Higher Learning Commission (HLC): Serve as college Accreditation Liaison Officer (ALO) with The Higher Learning Commission; plan, implement, and lead college accreditation-related activities. Completes required reports for the Higher Learning Commission and provides senior leadership guidance on HLC compliance issues. Prepares, presents, and disseminates appropriate information to stakeholders and constituents in support of the College’s academic and institutional goals. 
30% Strategic Planning: Develop, administer, plan, implement, lead, oversee and evaluate college strategic, operational and department planning and related processes. Monitor and evaluate progress toward the College’s strategic goals; develop methods of disseminating planning information and outcomes, and prepare strategic planning reports. Facilitates the development of the college’s long-term plans (e.g., Information Technology plan, Strategic Enrollment Management Plan (SEM), Student Academic Achievement Plan, Instructional Plan, Facilities Master Plan etc.). Supports instructional and student affairs planning efforts such as guided pathways, new degree/certificate program development and feasibility analysis, and schedule development. Guides and supports administrators, faculty and staff on strategic planning initiatives and processes, institutional research and benchmarking techniques, survey design and administration, and evaluation/assessment methodologies and accountability tools. 
20% Leads Office of Institutional Research: Provides administrative leadership, supervision, and direction for assigned personnel.  Approves, prioritizes, assigns and monitors all Office of Planning and Institutional Effectiveness Research projects and supervises the collection and dissemination of institutional and student data for state and federal agencies. Manages the departmental budget according to prescribed policies/procedures and sound management practices. Serves as the College representative on Maricopa County Community College task forces, state, regional and national institutional research affiliations and other organizations as appropriate. Demonstrates a commitment to the philosophy and mission of an inclusive college; works collaboratively with others with adverse range of cultural backgrounds, ethnicities, ages, genders, orientations, disabilities, learning styles, lifestyle preferences, first generation students, etc. Performs other functions and tasks as directed by the President of the College. 

Job Qualifications

Minimum Qualifications for Student Affairs or non-academic pathway: Master’s Degree from a regionally accredited institution in education or field related to area of assignment and four years of progressively responsible management and/or leadership experience in field of assignment that includes two years of supervisory experience. Examples of student affairs academic support management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance. Equivalency allowed for Non-Academic area. 

OR 

Minimum Qualifications for Academic pathway: Master's Degree in a teaching field related to area(s) of assignment and four years of experience in an academic leadership and/or supervisory role in higher education and three years of teaching that includes curriculum/coursework development. Examples of academic leadership/supervisory experience includes: division/department chair, project management, policy development, administration, evaluation and compliance, committee leadership, program director, and shared governance. No equivalency. 

Desired Qualifications

1. Doctoral Degree in field related to area of assignment from a regionally accredited institution.

2. Five (5) or more years of progressively responsible management and/or leadership experience in Institutional Effectiveness or Research Offices.

3. Five (5) or more years’ experience managing or implementing strategic college-wide, operational, or departmental planning programs and initiatives at a college or university. 

4. Five or more years working with SQL, and Tableau software for managing complex data sets related to higher education.

5. Five (5) or more years’ experience presenting complex data to a wide variety of audiences, such as college leadership, faculty, staff, students, and the external community.

6. Experience with regional accreditation preferably in higher education.

7. Demonstrated commitment to diversity, equity and inclusion as it relates to students, faculty and staff in a college or university environment.

Institution Description

Paradise Valley Community College (PVCC), one of ten colleges in the Maricopa County Community College District (MCCCD) in Phoenix, Arizona, is seeking a full-time Associate Vice President (AVP) of Institutional Effectiveness (IE) and Strategic Planning who provides executive-level leadership for the college's accreditation, strategic planning, institutional effectiveness and institutional research functions. The AVP serves as the college's Accreditation Liaison Officer with the Higher Learning Commission and provides leadership for college institutional effectiveness, institutional research, business intelligence/data analytics, grants evaluation, student outcomes assessment, program review, compliance, and other related areas. Demonstrates a commitment to service excellence, innovation, student success, integrity, and diversity in the performance of job duties. The AVP serves on the IE Council to collaborate with peers from the other Maricopa colleges, as well as collaborates with district office colleagues who manage system-wide processes and data warehouses.
