Job Duties

  • Develop core performance measurement metrics, benchmarks, and progress indicators to measure effectiveness and efficiency of SLS programs.
  • Develop and implement data collection policies, systems, and procedures to track program inputs, outputs, and outcomes.
  • Align SLS performance measurement processes and practices with FSI, Department of State, and USG requirements, as well as industry best practices.
  • Design and conduct large-scale surveys of SLS and FSI students and stakeholder populations.
  • Propose, design, and conduct quantitative studies using large datasets to determine impact of various factors on training outcomes.
  • Generate relevant findings, conclusions, and recommendations to improve SLS policy and/or program effectiveness.
  • Interpret data and communicate technical information (e.g., results, recommendations) to non-technical and senior-level audiences.
  • Design and lead performance measurement capacity building activities for SLS, including developing and delivering training modules and job aids.

Job Qualifications

  • Minimum of three years’ experience in positions where conducting evaluations of education programs was the primary duty (more than 50% of the time)
  • Minimum of three years’ experience in positions where institutional analysis and assessment was the primary duty (more than 50% of the time)
  • Master’s Degree in one or more relevant social science fields, including psychology, sociology, economics, education, public policy, or applied linguistics or applied statistics
  • Experience developing performance measurement metrics and indices for educational or training organizations.
  • Experience applying quantitative analysis techniques to design and conduct studies that measure the effectiveness, efficiency, and productivity of educational and administrative programs.
  • Experience using data analysis concepts, principles, and practices to conduct data collection, review, and reporting of information gathered during an organizational study.
  • Experience using data analysis software applications that are used to create, organize, and analyze large data files, such as SPSS, Stata, SAS, or R.
  • Experience visualizing data using Excel, Tableau, or PowerBI
  • Experience with survey methodology and/or psychometrics and testing theory
  • Ability to obtain a SECRET-level security clearance is required for this position.

Institution Description

School of Language Studies, Foreign Service Institute, US Dept of State

This position is located at the Foreign Service Institute, U.S. Department of State, in the Evaluation and Measurement Unit of the School of Language Studies.  

The Foreign Service Institute (FSI) is the Federal Government's premier training institution for the U. S. Government’s (USG) foreign affairs community, preparing American diplomats and other professionals to advance U. S.  foreign policy interests overseas and in Washington.   FSI designs and provides more than 600 unique and innovative courses to more than 100,000 enrollees a year from the Department of State and more than 40 other USG agencies and the military service branches.    

The School of Language Studies (SLS) is responsible for providing language and culture training to personnel of the Department of State and other USG agencies and offices who are assigned to positions, overseas or stateside, for which language and cultural skills are designated a necessity.  SLS also provides appropriate training to personnel assigned to non-designated positions and to eligible family members of USG employees.  SLS provides training in more than 65 languages to over 2,000 enrollees on an average annual basis.   

The Evaluation and Measurement Unit (EMU) is charged with supporting program evaluation and performance measurement efforts throughout SLS and reporting outcomes and recommendations to senior FSI and SLS leadership, as well as senior Department of State officials domestically and overseas.
