Associate Vice Chancellor of Decision Support

Job Duties

The position reports directly to the Vice Chancellor in the Office of Strategy and Institutional Intelligence (OSII), and leads the Decision Support department. The department conducts analyses in varied areas (e.g., student testing and placement, program and service analysis, qualitative research studies, student outcomes) to provide the City Colleges of Chicago (CCC) community with accurate and relevant data and information that support CCC’s strategic planning and decision-making.

The position has primary responsibility for managing and overseeing projects and initiatives to strengthen the overall operations and effectiveness of CCC. The person will work with senior-level managers across the District in implementing new business processes, new technologies and new strategies to improve the overall performance of the institution. Performs related duties as required.


  • Define an analytical agenda for CCC to support data-driven performance dialogs, a timely response to requests in support of decision making and full compliance with external requirements

  • Assist in the development – and contribute to the attainment – of CCC’s strategic initiatives by producing analytical reports and deriving solutions to problems through decision support systems

  • Oversee the department’s reporting of institutional facts (e.g. enrollment, attrition, completion) to ensure accurate reporting of data to internal and external clients.

    • Reviews the processes and systems used by staff for data collection and analysis to generate required reports to state and federal agencies (e.g., Illinois Community College Board (ICCB), the Integrated Postsecondary Education Data Systems (IPEDS), and the Higher Learning Commission (HLC).

  • Coordinate work efforts with OIT personnel and other department personnel to ensure accuracy, availability and integrity of data for use in reports preparations and data analysis.

  • Ensure District staff development and training to ensure understanding and full utilization of Business Information (BI) tools to facilitate actions by management to improve processes and achieve Reinvention goals.

  • Provide leadership and work with staff to ensure a high performance, customer service oriented work environment to support service-level expectations

  • Prioritize, plan, scope and execute research and analytics projects.


Report To: Vice Chancellor, Office of Strategy and Institutional Intelligence

Direct Supervision: All Decision Support department team members

Job Qualifications

  • A Master’s degree in Business Administration, Public Policy, Information Systems or a related degree from an accredited college or university, plus four years of progressively responsible experience in strategic planning, business analytics, higher education research, or educational assessment.

  • Experience in data analysis using IT systems and tools including data warehouse, PeopleSoft Higher Education (student information system used by CCC), and Business Intelligence (BI) solutions within a higher education environment strongly preferred.

  • Prior experience supporting an educational environment in meeting reporting needs under very short deadlines.

  • A combination of education and experience may be taken into consideration based on the applicant’s credentials.

  • Must be proficient in the use of Microsoft Office Suite

  • Knowledge of statistical analysis, spreadsheet, relational database and query software such as SAS, Excel or Access

  • Knowledge of PeopleSoft data systems

  • Knowledge of applicable computer software packages

  • Skill in using applicable data management and reporting systems

  • Strong analytical skills

  • Excellent verbal, written communication and presentation skills

  • Excellent people management skills

  • Ability to carry out high-level quantitative and qualitative analysis of data including metrics and other performance measures

  • Ability to expertly apply and use technology in the collection and analysis of data
