FSA Updates NSLDS Professional Access for OBBBA Implementation

Institutions preparing for the 2026 Financial Value Transparency and Gainful Employment (FVT/GE) reporting cycle will encounter several important reporting changes as the U.S. Department of Education implements provisions of the One Big Beautiful Bill Act (OBBBA). At the same time, the National Student Clearinghouse has announced updates to its FVT/GE reporting platform that reduce required student-level reporting and simplify institutional submissions.

Although 2026 is expected to be the final reporting cycle before the anticipated transition to the Student Tuition and Transparency System (STATS) in 2027, institutions should review these changes carefully before submitting data due October 1, 2026.

Federal Student Aid Updates NSLDS Professional Access

In an Electronic Announcement released July 1, Federal Student Aid (FSA) outlined updates to the National Student Loan Data System (NSLDS) Professional Access website to support implementation of OBBBA.

The announcement primarily reflects system changes needed to accommodate the law's revised federal loan limits and new borrower eligibility rules that took effect July 1. Rather than introducing new institutional reporting requirements, the changes update how NSLDS displays and tracks borrower eligibility information for financial aid administrators and other authorized users. The enhancements include revised aggregate loan limit calculations, updated academic-level distinctions used to determine graduate and professional borrowing limits, and other behind-the-scenes changes that align NSLDS with the new statutory framework.

For most Institutional Research and compliance professionals, these changes are unlikely to require modifications to FVT/GE reporting processes directly. However, institutions should be aware that financial aid offices may observe differences in NSLDS Professional Access screens and borrower eligibility information beginning with the 2026–27 award year.

Clearinghouse Reduces Student-Level Reporting Burden

Separately, the National Student Clearinghouse announced several changes designed to simplify institutional reporting for the 2026 FVT/GE cycle.

Most notably, several student-level data elements that were previously required are now optional. The Clearinghouse has updated its reporting specifications and validation logic accordingly, allowing institutions to submit files without these fields while continuing to perform applicable quality checks on any optional data that is provided. The changes reflect updated federal guidance and are intended to reduce reporting burden while maintaining data quality.

Institutions using the Clearinghouse reporting service should review the updated Student Level Report specifications before generating files for this year's submission.

What Institutions Should Do

As institutions prepare for the October 1 reporting deadline, campuses may wish to:

  • Review the updated Student Level Report specifications if using the National Student Clearinghouse for FVT/GE reporting.
  • Coordinate with financial aid and information technology staff to ensure local reporting processes reflect the revised optional fields.
  • Verify that any locally developed extracts or validation routines have been updated to match the latest specifications.
  • Familiarize financial aid staff with the NSLDS Professional Access changes associated with implementation of OBBBA.

While many institutions anticipated larger reporting changes this year, the Department has indicated that the 2026 reporting cycle largely continues existing FVT/GE reporting requirements. Instead, the most significant updates involve technical system changes supporting the new federal student aid framework and modest reductions in required reporting elements.

Institutions should continue monitoring Federal Student Aid and the National Student Clearinghouse for additional implementation guidance as the Department develops the accountability framework expected to replace FVT/GE beginning with the 2027 reporting cycle.
