Institution descriptionThe University of Maryland is seeking a dynamic professional who will be responsible for monitoring the University’s workforce movement to ensure compliance with Federal & State Affirmative Action (AA), Equal Employment Opportunity (EEO) & Office of Federal Contract Compliance Programs (OFCCP) laws, regulations & guidelines. Job dutiesThe Program Manager, Affirmative Action & EEO Compliance works under the general direction of the Assistant Vice President of University Human Resources and will be responsible for actively analyzing workforce data to identify problem areas and will be instrumental in developing and implementing specific action-oriented resolutions.
Responsibilities include:

•Ensures compliance with all applicable AA/EEO requirements including the Department of Labor’s (DOL) OFCCP Office, the Equal Employment Opportunity Commission, and applicable state and local agencies.

•Advocates compliance initiatives and outreach programs both internally and externally.

•Advances the organization’s position with the Office of Federal Contract Compliance Programs and auditors.

•Maintains workforce analyses, job group development, analyzes and identifies problem areas, and establishes goals, timetables, and specific action-oriented programs.

•Investigates, develops, and analyzes required AAP/EEO narrative reports
QualificationsMinimum Qualifications:
•Bachelor’s Degree.

•Minimum of seven (7) years of combined experience in areas such as Human Resources, Finance, Business or other related fields.

•Three (3) years of experience using statistical analysis to develop and/or administer affirmative action plans.

•Skilled at manipulating and managing large, complex databases, spreadsheets and queries and generating workforce metrics to assist with business decisions.

Preferences:
•Master’s Degree.

•Demonstrated ability to analyze and communicate data associated with compliance, AA/EEO.

•Knowledge of EEO employment laws and OFCCP regulations.

•Demonstrated ability to lead, coordinate and inspire individuals with differing interests and perspectives in a large and complex organization.

Additional Certifications:

•Certified Affirmative Action Professional (CAAP) and/or Senior Certified Affirmative Action Professional credentials (Sr. CAAP) strongly preferred
