Institution descriptionThe Director of Higher Education Data, Policy and Analysis is a critical member of the Higher Education Strategy and Analytics team, leading and supporting influential projects at the College Board. The Director is responsible for management of institutional data collection and analysis, working closely with College Board programs that rely on Higher Ed data, including student-facing tools and resources (e.g., Big Future), SAT, Advanced Placement, and financial aid and trend reporting. The Director will also support the development of tools to support enrollment managers, collaborating with other College Board staff and higher education institutions to study and improve the practice of admission. The Director will ensure that data is fully leveraged to achieve mission and program goals, analyzing and disseminating results to drive action.

Essential Functions and Responsibilities

Common Data Set (CDS) -- Leadership, stewardship, and management.  The Director will support College Board’s leadership of the Common Data Set Initiative, the principal method that colleges report standardized data that populate college planning tools and industry trends reports.  The Director will organize the annual meeting of the CDS Advisory Committee and facilitate the review of proposed updates to the data set, collaborating with other associations such as AIR, NACUBO, NACAC, and NASFAA, and organizations including IPEDS, Peterson’s, and US News.

Policy setting and support for the Annual Survey of Colleges (ASC).  The Director will be responsible for strategy, oversight, and policy in the development and refinement of ASC’s survey questions and definitions.  S/he will represent the Higher Education division in coordinating with internal stakeholders to ensure that data meet program, policy, and reporting needs. This includes identifying opportunities to collect new data while streamlining less critical items.

Support for the Future Admissions Tools and Models initiative.  The Director will work closely with Research and IT to analyze enrollment data, study and document best practices in admission, and engage with higher education institutions to inform product development and pilot new tools to support the practice of admission.

Analytics for key programs.  The Director will engage with SAT, Advanced Placement,  and other program staff to develop analyses to inform internal decision-making, and respond to needs as expressed by external stakeholders.  He/she will collect and analyze data from multiple sources, disseminating internally and externally to advance our organizational mission.  

Preferred Skills and Experience

Experience and general knowledge of higher education is highly desired, including, but not limited to, admission, financial aid, accreditation, faculty, retention and other general areas of institutional research.
Understanding of college enrollment practices and/or other higher education policy analysis.
Familiarity with Common Data Set, NCES-IPEDS surveys, financial aid, and other higher education data/reporting strongly preferred.
Job dutiesAdditional Responsibilities

Promote consensus among CDS publishers, ASC survey respondents and relevant Higher Ed organizations as to how to define data items and craft survey questions to elicit information with maximum relevance to students, parents, school counselors and other consumers.
Develop clear and compelling proposals for CDS and ADC operational and policy changes, including processes which improve data quality control.
Facilitate response to press inquiries concerning Higher Education data
Coordinate with Higher Ed team and other College Board units to manage data licensing policies and requests.
Communicate with representatives of College Board programs to continually assess whether available data meet current needs, and facilitate changes as appropriate.
Design and perform rigorous analyses to address a wide range of consumer, higher education, market, product and competitor questions.
Collaborate across internal units to design and test new admissions tools, conduct quantitative and qualitative analyses, provide feedback to inform IT development, and engage in strategic planning.
Develop and maintain relationships with staff at higher education institutions, including admissions, enrollment analytics, and institutional research
Participate in the data governance process. Collaborate with other offices to create and ensure data standards and accuracy and to document data definitions and uses.
The ideal candidate will have experience providing leadership with regard to data analysis in higher education or closely related fields, and will have demonstrated success in presenting data and analyses clearly and accurately in both verbal and written forms.
QualificationsMinimum Qualifications

Bachelor’s degree required.
5-7+ years of progressively responsible experience in data intensive areas, such as data policy, analysis, survey collection, and interpretation.
Ability to translate general inquiries into specific analysis questions & tasks.
Strong, demonstrated expertise in data analysis, including writing queries to extract, merge, and analyze information from databases across an organization (familiarity with tools such as Access, SPSS, STATA, and/or SAS)
Understanding of higher education admissions and/or institutional research.
Experience in presenting complex information in compelling visual ways.
Ability to think creatively about how to solve business challenges, strong ability to understand and internalize the “big” picture and broader implications.
Ability to synthesize information and proactively develop thoughtful recommendations.
Strong detail orientation; highly organized.
Self-starter, ability to set priorities, work independently and attain goals.
Excellent verbal and written communication skills.
Ability to work independently and with teams, attention to detail, strong organizational skills, and the ability to manage multiple projects and meet deadlines is required.
