Institution descriptionJackson College is a public community college with its Central Campus located in Jackson, Mich. The College also operates the W.J. Maher Campus located off I-94 in Jackson, as well as Jackson College @ LISD TECH in Adrian and the LeTarte Center in Hillsdale. Each year, more than 7,000 students enroll at the College, in career programs that may be completed in about two years, or transfer programs to continue study at a four-year university. Students come from the southern Michigan area, and with distance learning options, enroll online from across the nation and world. The College welcomes diversity and supports all students with clubs and organizations, International Student Institute, study abroad opportunities and more. As a member of the National Junior College Athletic Association, the College offers 10 intercollegiate sports for men and women. On-campus housing is also available. Job dutiesReporting directly to the President’s Chief of Staff, the Executive Director of Institutional Effectiveness serves as the institutional focal point for institutional effectiveness and performance, accreditation, and research. This hands-on position provides daily direction for the Office of Institutional Effectiveness, while also serving as the lead practitioner in the field. This Executive Director is responsible for the development and dissemination of descriptive and analytical data related to academic and administrative programs, institutional and program accreditation, institutional effectiveness, outcomes assessment and program review, acquisition and evaluation of grants, enrollment and financial planning, and required state and federal reports. The Executive Director is also responsible for leading Process Mapping across the organization where needed and ensuring that quality management strategies and plans are implemented. The Executive Director provides timely and accurate information to the President and Leadership Council in support of the planning, budgeting, research and evaluation processes designed to fulfill the College’s mission.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (Other duties may be assigned).
1. Ensure timely submission of mandatory state and federal compliance reports (e.g., IPEDS, STARR, Carl D. Perkins Act, etc.); and collaborate with Information Technology to ensure data accuracy when needed.

2. Serve as IPEDS key holder and coordinate all aspects of the College’s IPEDS reporting;
3. Ensure proper filing with other membership-based reporting organizations (i.e., CSSSE, NCCBP, etc.);
4. Monitor all internal and external requests for data and ensure deadlines are met.
5. Serve as the Accreditation Liaison Officer with the Higher Learning Commission (HLC) and ensure all AQIP Pathway institutional activities and requirements are completed and submitted on time. This includes annual action projects and the Comprehensive Quality Review.
6. Serve as a Co-Chair for the AQIP Committee leading all efforts related to Institutional Accreditation.
7. Serve as Chair/Co-Chair for the Data Governance Committee.
8. Chair the College’s assessment committee;
9. Lead Process Mapping efforts campus wide and assist with implementation strategies.
10. Support departments in establishing performance metrics and defining standards essential to achieving effective institutional activities and services;
11. Develop and maintain systems to measure performance against established standards;
12. Compile, analyze, and report data and information to inform the President and the Leadership Council on the status of Strategic Plan Key Performance Indicators, Program Reviews, Accreditation, Quality advancement, as well as other on-going measures of performance;
13. Monitor and inform/communicate/apply standards created/maintained by external bodies (accrediting and regulatory), and integrate within internal quality management systems;
14. Liaise and co-operate with quality management and standards bodies (e.g., AQIP, AFIT, Malcolm Baldrige National Quality Award Program, Michigan Quality Council and other accrediting bodies);
15. Facilitate and deliver professional development and training opportunities that support an institutional culture of quality;
16. Plan and manage departmental activities in accordance with agreed budgets and timelines;
17. Manage designated areas of departmental performance against agreed targets and budgets, and within policies and standards;
18. Ensure that meaningful, appropriate data and information are available to meet the decision-making needs of the college;
19. Participate in Strategic Agenda planning as requested by the President;
20. Directs environmental scanning efforts to support the planning process and works to establish and maintain effective linkages between college planning, budgeting and assessment cycles;
21. Contribute to executive policy and strategy;
22. Manages the Institutional Effectiveness office. Hires, orients, supervises and evaluates professional, technical and clerical staff, establishing priorities for work assignments, monitors progress and reviews work product and ensures that reports/information are delivered in a timely manner;
23. Support data requests for monthly Board ENDs monitoring reports that are shared with the Board of Trustees;
24. Attend Board of Trustees meetings and prepare agenda items as required by the President; and
25. Responsible for understanding, supporting and actively demonstrating the College’s beliefs, values, mission and vision and being in agreement to be evaluated by same.
QualificationsEducation and/or Experience: Master Degree Required. Formal education preferred in Statistics, Economics, Quality Engineering, Research, Planning, or other related field of Study; or related experience. A minimum of 5 years of experience working with data analytics and reporting, preferably in higher education.

• Write reports business, correspondence, and procedure manuals
• Develop methods to accurately assess technical and procedural knowledge
• Develop technical processes and related documentation (written and schematic)
• Develop guidelines which require frequent modifications in procedures
• Manage multiple competing-priority projects by utilizing time management techniques
• Interact with other external agencies in data reporting.
Salary range$80,000 - $100,000
